Why does diesel fuel cost more than regular gas if it requires less refining?

The price of diesel fuel in the USA always rises in the fall and winter months, because #2 diesel used for motor fuel is almost the same formula as home heating oil. Since there is more demand for heating fuel during the colder months, the prices go higher. You should see a decline in diesel prices in the spring as the demand for heating oil goes down.
