Registering a child as a british citizen under section 1(3) of naturalisation law?

My daughter was born in UK in 2008. I got my settlement(ILR) last week but my daughter is currently on holiday in sri lanka. she left a month ago and was planning to stay there for three months. Can I apply for her registration as a british citizen UNDER SECTION 1 (3) while she is on holiday or do I have to wait for her return.
