Can the step back move in basketball be done with an open step? or can it only be done on a cross step?

ok most people do a cross step going left if they are right handed because its easier and quicker to do. A open step can be done as long as you dribble then step back, its just a little harder because most of the time you off balance if your right handed doing a step back to the right. So to answer your question an open step is legal.
